Where is this?

Whilst we've all seen the street art in many forms, a rarer sight is this, a picture stuck on a wall. I couldn't see anything about who or why, so I would appreciate it if anyone has some info about it.

Where is it? Spain? California? What is it, possibly a courthouse or similar.
